And the elements aren't their only. For before they are registered as refugees, they could face deportation as illegal aliens and be returned to Tibet. In Kathmandu, escapees are met by an official of the Tibetan Government-in-Exile and only if they are granted refugee papers, may they continue their journey to Dharamsala. All Tibetans who reach Dharamsala are granted an audience with the Dalai Lama who tells them the last thing they wish to hear - that they must return to Tibet in order to preserve Tibet's unique cultural identity which must not be allowed to disappear. 50 min
